Job Title: Manager Systems Testing

SGI (Saskatchewan Government Insurance) is currently looking for a talented individual to join its Systems division as the Manager - Testing in Regina.

As the Manager - Testing, you are responsible for the management of activities involved in the planning, execution, and monitoring of end to end testing of changes to the Corporation’s systems environment (i.e. from infrastructure through to business applications). You will be accountable for defining, implementing and maintaining a consistent test management methodology within the Corporation. Interacting with all divisions of the corporation, you will be assigned to oversee the testing of specific projects and will be functionally directing the activities of anywhere from 5 – 30 in-scope staff dependant on project scope.

Primary responsibilities include but are not limited to:
- plan, direct and manage the testing for multiple projects to deliver new or changing application systems to meet changing business needs, ensuring the continued availability of systems supporting the business;
- define and implement consistent test management and test approaches within the organization including defining the scope of testing within the context of each project/change;
- deploy and manage the appropriate testing framework to meet the testing mandate;
- implement and evolve appropriate measurements and metrics to ensure testing is done effectively and conforms to the required quality and assessment of risk;
- seek opportunities and take action to improve the delivery of testing technology and applications support to customers;
- support and administer corporate human resource policies including the selection and evaluation of staff, with a commitment to the Corporation's employment equity program; co-ordinate functions and staff to ensure departmental goals and objectives are met; and provide coaching, guidance and feedback to develop staff skills and performance.

You will have a bachelor’s degree or diploma in computer science, commerce, business administration or a related discipline, as well as a minimum of five years experience in test management methodology and processes.

Scope of role:
The Senior Application Developer handles all developmental aspects of a project and provides leadership and guidance to the development team throughout all application developmental stages.

Responsibilities:
· Performs all tasks in the development life cycle including requirements analysis, design, development, testing, and implementation of application programs.
· Develop technical specifications and time estimates and assign tasks to developers.

· Complete code reviews, and test and debug all codes.

· Conduct weekly update meetings on current status of projects and communicate goals to the team.
· Contribute to the definition, maintenance, and adherence to coding standards and processes.
· Make recommendations and/or develop proof of concept for the implementation of new/emerging technologies.
· Work as the lead application analyst/designer in various development projects.
· Provide mentorship and guidance to development team members.
· Supports existing applications including developing fixes as necessary and providing support for complex issues.

Education and Experience:
· A comprehensive knowledge of contemporary software development tools and techniques including experience with:
- VB.Net, C#, ASP.Net
- MS SQLServer
- XML (XSL, XPath, etc.)
- Visual Basic, ASP
· Practical experience writing Java Script, and some knowledge of COM+
· Minimum college diploma in computer programming, computer engineering, or a related computer field.
· Microsoft Certification is an asset.
· Five to 10 years experience creating business related applications.
· A minimum of 2 years experience in a leadership capacity, mentoring and guiding junior developers and shaping a team
· Excellent verbal and written communication skills and committed to providing high levels of responsive customer service.
· Ability to work in a fast paced environment, multi-task and prioritize work, and work under pressure.
· Strong problem solving skills, and able to work independently, demonstrating accountability for projects.
· Ability to interact and work with team members and with clients when required.
· Excellent planning and organizing skills, and attention to detail.
